We're seeing much lower error rates, and things appear stable. AWS is also reporting that their systems are stabilizing.
I'm marking this as resolved...
We’re aware of intermittent connection problems affecting a subset of users. The issue originates from Netlify’s hosting infrastructure, which runs on AWS. According to Netlify, the disruption appears to be localized primarily to East Coast regions and should be intermittent.

Workarounds:
If the site fails to load, please keep trying once it loads successfully, it may just continue working normally, since all the subsequent data calls are routed to our API which is unaffected.
We’re monitoring the situation closely and will post updates here as soon as the issue is resolved.
Since the issue appears to be regional, some users may consider routing their connection through another area (for example, the U.S. West Coast) using a VPN.
Please note that while accessing an HTTPS site like Xchart through a VPN keeps all traffic fully encrypted, most consumer VPN providers do not sign HIPAA Business Associate Agreements (BAAs). For that reason, this should be viewed as a potential workaround only and used based on your own judgment.
